Description

While watching the laying in state of the former DPRK leader Kim Jong-Il, I noticed a unidntified flag at the very ends of the group of flags. From left to right, you can see this UFE, Air Force, Navy, Army, KWP, followed by a wreath, then again DPRK, Army, Navy, Air Force, UFE.
This UFE has a red background with a red star outlined in gold. There is a wreath surrounding about half of the star, as can be seen here. There is text at the bottom but the video feed is not clear at all. It might be the same flag as at here, but I cannot see the central device so I am not sure.

Perhaps the UFE you are referring to is that of the Supreme Commander?

No. The emblem is a red star with a gold outline and the star is plain red. Here is a screenshot of the video with the flag in question.

This is the mystery North Korean military flag seen at the funeral of Kim Jong-il: This is the flag of the Worker-Peasant Red Guards, which is North Korea's home guard organization; its members are readily identifiable by their 'Mao Caps' with plain red star cap badges.
The mottoes are apparently the same as on the 'regular' military flags, viz.: "The Unification and Independence of the Motherland" (top) and "For the Freedom and Liberation of the People" (bottom).

I found out there is another unit in the North Korean defense structure and it is called the Worker-Peasant Red Guards. You can see the symbol on the flag in this video of a parade by this unit.

confirms that is was their unit (and their banner) at the funeral ceremonies of Kim Jong-Il.
But if I can make a correction, the wreath is smaller in the width and the red star is supposed to obscure some of the wreath, as (kinda) shown by http://www.jajuminbo.net/imgdata/jajuminbo_net/201210/2012101016239173.jpg.
